2020 年，中国科大被列入首批 40 家“赋予科研人员职务科技成果所有权或长期使用权”改革试点单位，制定了《关于进一步加强科技成果转移转化工作的意见》，探索“赋予科研人员职务科技成果所有权或长期使用权”改革的“中国科大模式”。截至 2023 年 4 月底，超 50 项成果申请加入赋权改革，批准转化 31 项成果，涉及 130 项知识产权，设立高质量创业企业 25 家，涵盖新一代信息技术、新材料、新能源、生物医药等领域；依托中国科大先进技术研究院，打通“基础研究-中试孵化-产业化”的创新链条。中国包養科大先进技术研究院累计培育企业 301 家，国家高技术企业 90 家，高成长企业 52 家，已在自主信息化包養網、人工智能、生物医药等领域形成产业创新链条，成为区域高新技术产业生态链的技术引擎。党的十八大以来，中国科大推动形成以科大国盾量子技术股份有限公司、国仪量子（合肥）技术有限公司、合肥本源量子计算科技有限责任公司为代表的量子科技、以科大讯飞股份有限公司为代表的新一代信息技术等新兴产业集群，为区域经济发展贡献中国科大力量。

中国特色世界一流大学建设是推动人才培养、实施人才强国战略的重要保证

2022 年，党的二十大报告进一步强调，“要深入实施人才强国战略，强化现代化建设人才支撑”。实施新时代人才强国战略，高等学校特别是世界一流大学建设高校，要在坚持为党育人、为国育才的前提下，推动创新型人才培养，构筑高水平人才培养“蓄水池”。

 坚持为党育人、为国育才

培养什么人，如何培养人，历来是党和国家教育的根本问题。作为一所为“两弹一星”事业而创建的大学，中国科大从建校起，就坚持为党育人、为国育才，坚持“科教报国、追求卓越”的初心使命包養。

科学成就离不开精神支撑。科学家精神是科技工作者在长期科学实践中积累的宝贵精神财富，激励一代又一代矢志报国的科技工作者前赴后继、接续奋斗，肩负起科技创新重任。将科学家精神融入当代大学生的精神血脉，是创新人才培养的精神基础、是践行中国高等教育历史使命的根本需要。科学家精神不是抽象的教条，而是具体的、鲜活的、生动的，体现在一代又一代科学家接力“科学救国”“科学报国”“科学强国”的历史实践中。科学家精神是中国共产党人精神谱系的重要组成部分，更是中国科大精神的核心基础。建校之初，钱学森、郭永怀等一批科学大师，因爱国之情、报国之志为中国科大精神奠定了基础；新时期，中国科大将科学家精神和为党育人、为国育才结合起来，凝聚创新人才培养合力。

中国科大深入实施“一流本科教育质量提升计划行动纲领”“研究生德创领军人才培养计划”，着力构建思政课程和课程思政相结合的高水平人才培养体系。中国科学院院长多次来校主讲“新生第一课”。中国科大校党委书记为本科新生上第一堂思政课、为毕业生上毕业思政课，校长讲授“开学第一课”；举办“两弹一星”精神专题展和系列科学家纪念展，编撰科学家先进事迹，制作老一辈科学家系列微电影，在《中国科大教学评论》刊发钱学森、严济慈、钱临照、赵忠尧等老一辈科学家纪念专辑，打造“红专讲台”，在学生心中种下“科教报国”的种子；善用大思政教育，遴选热爱教育、德才兼备的专家学者担任学业导师，本科生课程思政建设实现100%全覆盖，充分挖掘基础课程中的科学家精神，助力塑造德才兼备、勇攀高峰、报效祖包養網国、奉献社会的科技创新人才。

 “科教协同”培养包養创新型人才

注重教学与科研并重，中国科大持续推进学生深入科研一线、开展研究性学习，提升科学素养和创新实践能力。①利用校内 11 个国家级科研平台、82 个省部级科研平台和 4 个国家级实验教学示范中心，鼓励本科生“早进课题、早进实验室、早进团队”，每年立项大学生研究计划近 300 项。②依托中国科学院、高科技企业的优质科研资源，每年举办全国“大学生创业家成长计划”夏令营等活动，立项大学生创新创业计划 200 余项，并将最新科研成果和技术转化为教学内容。③建造校内创新实践基地，为学生营造创新实践的良好环境。④设立科研实践课必修学分，英才班学生全员参与科研实践，引导学生面向国家战略需求和基础学科前沿。⑤鼓励本科生参与量子计算、人工智能等国家重点研发项目。2022 年全国“最美大学生”邓宇皓在本科三年级就接受规范的科研训练、主导独立的科研课题，现已成长为量子计算原型机“九章”三号团队重要骨干。⑥首批建设未来技术学院，首批创办量子信息科技英才班，充分依托合肥国家实验室、合肥微尺度物质科学国家研究中心等各类科研平台，培养一批在前沿交叉与未来技术领域具有重要影响力的未来科技创新领军人才。

 多措并举激发学生创新活力

人才是第一资源。国家科技创新力的根本源泉在于人。一流大学要培养一流的创新人才。中国科大紧紧围绕国家急需的新兴科技领域设置系科专业，创造性地将前沿科学与高新技术相结合，注重基础课教学，高起点培养新兴、边缘、交叉学科的尖端科技人才。1978 年，响应“快出人才、早出人才、多出人才”的号召，中国科大率先创办少年班，围绕“因材施教”求实、求新、求变，开展了一包養系列教育试验，并不断将成功经验推广至普通本科生培养中。2009 年起，中国科大与中国科学院相关研究所深化“全院办校，所系结合”的办学模式，探索联合培养拔尖创新人才的包養新模式，陆续开办了 19 个科技英才班。近 10 年，中国科大依托科技英才班培养学生 3 128 名，占本科生总人数的 18%，科技英才班总深造率为 96.1%。

2012 年，党的十八大明确提出，“科技创新是提高社会生产力和综合国力的战略支撑，必须摆在国家发展全局的核心位置”，强调要坚持走中国特色自主创新道路、实施创新驱动发展战略。党的二十大报告再次强调，“加快实施创新驱动发展战略，加快实现高水平科技自立自强”。高等学校特别是世界一流大学建设高校，是原始创新的源头、是加快实施创新驱动发展战略的核心力量之一。

  一流学科建设为创新人才培养提供沃土

中国科大将学科建设作为发展根基，以主包養体学科带动相关支撑学科进行重点方向突破，为创新人才培养提供沃土。“双一流”建设以来，中国科大按照“11+6+1”的学科布局，重点建设 18 个学科（图 2）。按照“扶优扶需扶特扶新”的发展理念，着力优化学科体系结构，凝练学科发展方向，以团队和基地建设为抓手，构筑学科高峰，促进新兴交叉学科深度融合，培育新的学科增长点，形成了“基础学科率先一流，新工科跨越发展、新医学融合发展，管理与人文特色发展”的一流学科体系，新增马克思主义理论、临床医学、化学工程与技术等 6 个一级学科学位授权点，新增电子信息、生物与医药、能源动力等 6 个专业学位授权点，新增数据科学与大数据技术、临床医学 2 个本科专业，申报量子信息科学、人工智能、应用实验物理等 7 个本科专业。中国科大实现了学科整体水平和竞争力的持续提升。

在新一轮“双一流”建设中，中国科大以学科特色发展、高质量发展为目标，落实“基础学科深化建设行动”，制定“一流学科培优行动实施方案”，高水平建设未来技术学院，围绕“双碳”、人工智能、量子包養科技、深地深空等一流学科重点领域方向，设置“双一流”学科重点项目，持续提升学科整体水平和竞争力。

 体制机制改革激发人才创新活力

习近平总书记强调，要把培育国家战略人才力量的政策重心放在青年科技人才上，给予青年人才更多的信任、更好的帮助、更有力的支持，支持青年人才挑大梁、当主角。中国科大通过全周期规划、阶段式发展、精准化支持举措，发挥育才“磁场效应”，释放引才“链式效应”，培育了一大批青年科技人才，努力成为科技创新的主力军。

①坚持深化人才体制机制改革，建设学术荣誉体系，设立讲席教授、杰出讲席教授岗位。通过建立科学严谨的遴选标准和管理制度，激励教师不懈努力、不断进步、追求卓越。②通过“破四唯”与“立新标”并举，不断完善人才管理体系，推动科研人员“放管服”，积极为人才松绑、减负、降压。实施长周期柔性考核机制，不设置“科研工分”，以“阶段考核”代替“年度考核”，以“同行交流”代替“述职考评”，充分激发基础研究高层次人才创新活力。③建设聘期制科研队伍。学校持续加大力度建设以博士后、特任副研究员为主体的聘期制科研队伍，不断强化战略科技后备力量。④畅通人才发展路径，实行灵活的结构年薪制，统筹实施各类人才项目，保障聘期制科研人员全身心投入科技创新。⑤为新引进人才提供科研启动经费支持，设立学术领军人才培养计划、仲英青年学者项目、翟光龙学者基金项目，统筹实施中国科学院“特别研究助理资助项目”及中国科大“墨子杰出青年特资津贴”项目，精准支持不同发展阶段的教师成才发展。学校深入贯彻中央人才工作会议精神，放眼全球引才，实现人才引进质量和数量“双提升”。近 5 年，中国科大引才规模呈现持续增长趋势，累计从海外引进包養網人才 4包養00 余人，这些人才已成为推动学校事业发展的核心力量。⑥举办“墨子论坛”。2017 年起，中国科大与安徽省、合肥市联合举办六届“墨子论坛”，为热包養網爱学术研究、心系祖国发展的 1 000 包養網余名海内外青年才俊提供高水平交流平台。⑦发挥校友优势。中国科大持续关心海内外校友的发展，建立校包養網友动态信息库，充分发挥广大校友在引才宣传、人才举荐方面的重要作用。⑧用好引智渠道。中国科大实施国际访问教授计划、设置大师讲席教授、客座教授、外聘院士岗位等，注重发挥高层次领军人才的影响力和凝聚力，形成人才积极举荐人才的生动局面。

一、陽江綜合發展優勢明顯

陽江市位于廣東省東北沿海，是一座資源豐富、山海兼優的新興濱海城市。全市地盤面積7955.9平方公里，常住生齒254.29萬人，海（島）岸線長458.6公里，海域面積1.23萬平方公里。陽江因海而生、因海而美、因海而興，正在奮力打造沿海經濟帶主要戰略支點、宜居宜業宜游現代化濱海城市。

一是周全開放迎來新機遇。陽江處于粵港澳年夜灣包養妹區、北部灣城市群和海南自貿區交匯處，是21世紀海上絲綢之路主要節點城市和年夜東北主要出海通道，也是北部灣城市群融進粵港澳年夜灣區的先導區，享有兩個國家級年夜灣區疊加的紅利。我們正在搶抓粵港澳年夜灣區、包養網站海南自貿區和北部灣城市群建設的嚴重機遇，加強路況互聯、產業共建、體制對接，積極開展廣泛一起配合，周全開放新格式正加速構成。

二、陽江海上風電產業開發一起配合潛力宏大

一是海上風電資源進進周全開發期。陽江海上風電規劃裝機容量1000萬千瓦，約占廣東省規劃裝機容量的15％。三峽集團、中廣核集團、中節能集團、粵電集團、華電集團等年夜型風電企業湊集陽江，對海上風電資源進行規模化連片包養網站化整體化開發應用。首期規劃遠洋淺水區裝機容量300萬千瓦，約占全省遠洋淺水區裝機容量30%。今朝，陽江首期第一批130萬千瓦海上風電項目往年末已經開工，正在加快建設。首期第二批17包養網0萬千瓦海上風電項目已完成核準110萬千瓦，余下60萬千瓦將在年末前完成核準。二在即海深水區700萬千瓦海上風電項目各項核準後期任務正在疾速推進。隨著1000萬海上風電項目即將所有的完成核準，來歲陽江將包養故事進進海上風電周全建設施工的快車道，預計2020年末建成投產200萬千瓦、在建300萬千瓦，2025年1000萬千瓦所有的建成投產，年產值達220長期包養億元。

二是世界級海上風電基地加快構成。當前，廣東正在鼎力推動海上風電裝備制造，集中氣力建設陽江海上風電產業基地，在陽江打造海上風電全產業鏈基地，引導海上風電產業項目向陽江基地集聚發展，重點發展海上風電裝備制造業，包含風電整機以

及葉片、電機、齒輪箱、塔筒、海底電纜、基礎導管包養架、基礎鋼管樁、法蘭、輪轂、變流器、主軸、軸承、漂浮式基礎、潤滑系統、變槳系統、海上升壓站等相關部件，到2020年構成300套5兆瓦級以上風電機組整機、葉片、塔筒、海底電纜規模產能；配套建設風電裝備質量檢測檢驗和認證基地、技術研發創新基地、風電裝備吊裝及基建碼頭、運維基地，規劃到2020年整個產業基地實現產值500億元，到2025年實現產值1000台灣包養網億元以上。這是我市發展海上風電產業的嚴重優勢和機遇。趁著這股東風，依照資源換產業的原則，我們在陽江高新區口岸工業園區高起點高標準高請求規劃建設了面積7.4平方公里的廣東（陽江）海上風電裝備制造產業基地。今朝，已有17家包養網風電裝備制造企業落戶基地，總投資近200億元，年總產值超300億元，產業集聚效應和規模效應明顯。此中廣東粵水電塔筒制造項目，明陽葉片項目，中國三峽塔筒、管樁制造項目等3個項目投產，明陽風機整機制造、金風科技風機整機「這孩子！」鄰居無奈地包養故事搖搖頭，「那你回去吧，小制造、寧波東方海底電纜、中車電機制造、山東龍馬鑄造等項目正在加速建設。同時，軸承甜心花園、包養網齒輪箱等總投資超130億元的一批項目宋微心頭一緊，連忙將它從花叢裡拉出來。正在洽談。接下來，我們將以廣東（陽江）海上風電裝備制造產業基地為載體，推動更多風電裝備制造企業集聚陽江海上風電基地，集中資源氣力攙扶龍頭企業做年夜做強，全力打造“安身陽江、面向全省、輻射全國、走向世界”的世界級風電產業基地。

三是全產業鏈生態體系同步構建。陽江在加速海上風電資源開發、力促海上風電裝備制造產業發展的同時，還努力于協同推進海上風電全產業鏈的生態體系建設，加速打造風電裝備檢測認證與技術創新中間、海上風電研發中間、運維中間、年夜數據中間和海上風電產業發展基金。今朝，國家認監委已批復批準北京鑒衡認證中間在我市籌建“國家海上風電裝備質量監督檢驗中間”，將建設國內一流的認證與檢驗才能最強、最先進的風電裝備檢測認證與技術創新中間。海上風電研發真科技天才·正直總裁x假可憐·絕美男歌手中間、運維中間和年夜數據中間也正在同步加速謀劃推進。別的，我們還在加速海上風電配套碼頭規劃建設，盡力打造南中國海海上風電裝備出運母包養網港；總規模120億元、首期規模近20億元的陽江海上風電產業發展基金，年末正式投進運營。同時，我們加速謀劃樹立海上風電培訓基地，積極與國內外先進地區開展廣泛交通一起配合。可以預期，一個集設計研發、生產制造、安裝運輸、運行維護包養俱樂部、測試認證、配套服務、人才培養、金融服務為一體的、具有全產業鏈生態體系的國際一流海上風電中間正在陽江加快構成。
